The following is a recording of assembly member Jim Cooper testifying before the California State Assembly Public safety committee. Cooper represents the states 9th assembly district which includes all of Elk Grove.
Cooper appeared before the committee on Tuesday, April 17, 2018 urging the advancement of Assembly Bill 3208.

That bill sought to grant the city of Elk Grove asset forfeiture powers not enjoyed by other municipalities in the state.
The recording has two segments. The first is Mr. Cooper’s testimony and the second is his rebuttal to testimony against the legislation.

The bill was held in committee which effectively stopped it from advancing in the legislative process.
